I get many inquires here at PhilFAQS.com regarding working at a call center in the Philippines. In particular, a lot of these queries come from foreigners, may of whom have one important qualification … they are English speakers.

Jobstreet Philippines This is not only one of the most comprehensive search engines I have ever seen, their website lists thousands of call center companies and page after page regarding call center (and other job) information than most people could ever possibly hope to learn.
They also have a long list of recruitment (head hunter) agencies, which can be an important source for getting one’s foot in the door for higher level jobs.
